Yesterday, the UK Government published its first three-weekly review of the traffic light system for international travel. You can find more detail at https://www.gov.uk/government/news/portugal-moved-to-amber-list-to-guard-public-health-against-variants-of-concern-following-first-traffic-light-review.

Spain (including both the Canaries and the Balearic Islands) remains on the amber list. The UK government continues to urge people not to travel to countries which are not on the green list. Anyone who does travel to Spain will need to quarantine at home upon arrival in England, alongside stringent Covid testing. Full details on entering the UK from abroad are at: https://www.gov.uk/uk-border-control.

The traffic light system is kept under review, and the next review will be announced in three weeks, in late June.
